The Blue Bioeconomy Pact embraced the challenge of reindustrializing Portuguese industries through the integration of blue biotech solutions in value chains, leveraging the sustainable use of marine bioresources to increase added value through decarbonizing innovation.
This Consortium will bring the Ocean to shelves by investing in 7 sectors:

biomaterials applications;

new paradigm for bivalves production;

marine-based textiles;

sustainability in the food sector;

scale up algae production;
-
circular feed solutions;
-
bioinformatics for the fishing sector.
The Consortium also includes 3 transversal initiatives overarching projects aimed at accelerating the development and commercialization of products and services of the sector – the Portuguese Blue Biobanks network, a digital platform for the valorisation of marine co-products, and promotion of startups and SMEs’ growth and internationalization.
On the 29th May 2023, the biannual meeting of the Blue Bioeconomy Pact was held, where a status report on the projects’ progress was made. The meeting was attended by the Minister of Economy and the Sea, António Costa Silva, the Secretary of State for the Sea, José Maria Costa, and the President of IAPMEI, Luís Guerreiro.
The Blue Bioeconomy Pact is one of the mobilising agendas for Business Innovation, provided for by the Recovery and Resilience Plan (PRR). It is a consortium of 83 national entities: 53 are companies of various sizes and sectors of activity (from large multinational conglomerates to SMEs and startups) and 30 are ENESII – Non-Business Entities of the R&I System.
The main objective of the Blue Bioeconomy Pact is to boost the development of a new cutting-edge industrial economic sector in Portugal, based on the sustainable application of marine bioresources in multiple industries. Its various projects will contribute to decarbonizing the Portuguese economy through blue bioeconomy: generating economic growth, job creation, and reducing carbon emissions in the country. This Consortium thus aims to find in the sea the solution to the global scarcity of terrestrial natural resources.
